T-TEL

A Ghanaian-owned not-for-profit that supports the Government of Ghana on teacher education, secondary education and basic education reform.

About T-TEL

T-TEL is an independent Ghanaian not-for-profit organisation that works alongside government to improve the quality of education in Ghana. It began in 2014 as a UK Aid programme and became an independent organisation in 2020. Since then, T-TEL has continued to provide technical support to the Ministry of Education and its agencies, including the Ghana Education Service (GES), the National Council for Curriculum and Assessment (NaCCA), the West African Examinations Council (WAEC), the National Teaching Council (NTC) and the Ghana TVET Service.

T-TEL’s approach focuses on strengthening existing education systems and supporting Ghanaian institutions to lead and sustain reforms. Its work spans curriculum implementation, teacher professional development, school leadership, inclusive education, youth engagement and the use of evidence to inform education policy and practice.

A major part of this work is Leaders in Teaching (LiT), a programme funded by the Mastercard Foundation to support Ghana’s secondary education reform. LiT works to improve the quality of teaching and learning, helping young people develop the knowledge and skills they need for further education, employment and adult life. The programme reaches 1.5 million learners and 68,000 teachers across all 721 public Senior High Schools and Senior High Technical Schools in Ghana.

T-TEL has supported the introduction of Ghana’s new secondary school curriculum, the establishment of weekly Professional Learning Communities in schools and the development of AI-enabled tools to help teachers plan lessons and assess learners’ progress. It also works with school leaders to strengthen instructional leadership and accountability, supports efforts to improve teacher motivation and collaborates with universities to improve the preparation of future teachers.

Inclusion is an important part of T-TEL’s work. The organisation has supported Ghana to develop its first Ghanaian Sign Language curriculum, helping to advance access to education for Deaf learners. It also works with education institutions and disability organisations to strengthen inclusive teaching practices, including adaptations to mathematics education for learners who are blind, and promotes gender-responsive approaches to teaching and learning.

T-TEL’s work is supported by partnerships with government institutions, development partners, civil society organisations and education stakeholders. In addition to its collaboration with the Mastercard Foundation, T-TEL currently works with Prevail Fund and Elimu Soko to support education priorities in Ghana. These partnerships extend T-TEL’s work across different areas of education.

Progress in teaching practice is reflected in national data. Between 2022 and 2025, the proportion of teachers meeting Ghana’s National Teachers’ Standards rose from 3.3% to 46.4%. Over the same period, the proportion of teachers using digital technology in their lessons increased from almost none to around one-third. Through its continued collaboration with government and education stakeholders, T-TEL remains committed to supporting improvements that give every learner in Ghana a stronger foundation for the future.
